Africare is a US based and Africa focused international private charitable organization founded in 1970. Africare works to improve the quality of life in Africa, assisting families, villages and nations in three principal areas – Food, security and agriculture, Health and HIV/AIDS, water and sanitation. It also programs in governance, literacy and vocational training, Micro enterprise development, humanitarian assistance and environmental management.

Location: Kampala with frequent travel to the field offices
Reporting relationship: Administration and Finance Officer

Under the supervision of Administration and Finance Officer, the logistics and procurement officer will be responsible for overall logistics function involving procurement, inventory fleet management.

Core duties and Responsibilities:

  • Carry out market surveys for potential vendors / suppliers of materials, works and services and come up with price lists of various products and services commonly required in operations. Maintain up to date electronic database of vendors / suppliers
  • Develop and maintain broad business contacts for purposes of maintaining a vendors list for quick identification of suppliers of categories of goods, works and services as and when need arises.
  • Solicit for fair price quotations or call for bids to allow competitive participation of several potential suppliers. Maintain both hard and soft copy files of bids.
  • Prepare documentation and bid analyzes for evaluation and approval of purchases by the procurement committee
  • Maintain an up to date inventory electronic (Excel) record of all office and household equipment and supplies ( Kampala and Field offices)
  • Manage Africare Uganda vehicles fleet including cars and motorcycles. Maintain up to date fuel monitoring and vehicle repair logs using excel spreadsheets
  • Submit electronic weekly and monthly Logistics and procurement reports to field and management
  • Coordinate with finance/accounts department on budgetary issues that may impact on procurement decisions.
  • Knowledge and skills required:

  • Minimum of a Bachelors Degree in procurement and Logistics Management, bachelor of Business Administration, Bachelor of Commerce.
  • Possession of professional qualification (CIPS) will be an added advantage
  • Minimum of five year experience in the same field preferably in an international organization
  • In depth knowledge of USAID finance and compliance regulation s in relation to procurement
  • Be able to interpret project and administrative budgets
  • Possession of strong team working skills, networking, oral and written communication including use of email
  • Able to demonstrate ability to use computer packages ie. Microsoft office Word and Excel.
