The National Information Technology Authority-Uganda (NITA-U) was established as a statutory body under the National Information Technology Authority, Uganda Act, 2009 as one of the key players in the Information and Communications Technology Sector. Its mandated is to coordinate, promote and monitor IT development within the context of national social and economic development, with a vision as “a facilitator of a knowledge-based, globally competitive Uganda where social transformation and economic development is supported through IT enabled services”.

Job Role:
Coordinate the development of a wide range of critical applications, ensuring their interoperability, security, reliability and availability at all times.

Reports to: Director e-Government Services
Key Results Area

  • Promote the development of secure, interoperable software applications and content that support e-Government Services;
  • Responsible for systems integration, and definition of application development standards and processes;
  • Develop a knowledge management /content management strategy for the Government of Uganda;
  • Participate in the development of software incubation centers;
  • Manage software assets including licenses;
  • Set up applications test environment for quality assurance;
  • Develop guidelines for software certification and accreditation;
  • Develop annual work plans and budgets;
  • Team leadership and staff supervision.
  • Perform any other duties, which may be assigned from time to time

Critical Output
Secure, interoperable software applications and content that supports e-Government Services developed;
Secure e-Government portal developed;

A Bachelor’s degree with honors in Software Engineering, Computer Science, Information Systems, Information Technology, Engineering or its equivalent
Should have a Masters degree in a relevant discipline
Professional/ Industry IT Certification in software development and database systems are desirable.

Job Role: Design, establish and maintain Government-wide unified communication systems Reports to: Manager, Application Solutions

Key result areas:

  • Coordinate feasibility studies for a Government-wide unified communications system and development of business cases;
  • Design and deploy voice, video and data services on the National Backbone Infrastructure/e-Government Infrastructure for Government Ministries, Departments, Agencies (MDAs) and Local Governments;
  • Facilitate the deployment of VoIP solutions in Government
  • Facilitate awareness and capacity building and awareness on messaging and collaboration solutions
  • Assess deployment environment for messaging and collaboration solutions
  • Coordinating capacity building and change management
  • Implementing test plans, migration plans & delivery plans
  • Deliver project responsibilities in line with project plan derived by the Project Management office (PMO).
  • Perform any other duties, which may be assigned from time to time

Critical Output
Feasibility study conducted and a plan for the deployment of unified communications solution developed;
Government-wide unified communications and VoIP solutions designed and deployed
Capacity building and awareness conducted

A Bachelor’s degree with honors in Software Engineering, Computer Science, Information Systems, Information Technology, Engineering or its equivalent
A postgraduate qualification in a relevant discipline would be an added advantage
Professional/ Industry IT Certification such as CCNA, CCNP, MCSE, MCITP, etc. is required.

Must have Hands-on experience in the design and deployment of Microsoft Exchange 2007/ 2010 and/or Microsoft Unified Communications Server
Experience with PABXs and other unified communication solutions will be an added advantage
Experience in systems integration in a multi-vendor environment
At least four years of relevant working experience in a reputable organization
